I assume you want to employ “housesitters” to site houses for “clients” who pay you. Without knowing the specifics you can get the basics regarding employment from the Dept of Labour. But the problem area is likely to be your liability to the clients/employee’s when things go wrong and you would be best advised to seek out the advice of a good lawyer.

There are many answers to that questions. Some which are obvious and some which you won’t like. But what does interest me is the url you included a your home page? What is that all about?
Have you thought of turning to the net and creating opportunities for yourself? This site for example? It is just waiting for someone to see the potential and to ask me if they can’t run with it. You are going to battle. My suggestion would be to build a web site (I run a free online workshop) listing the companies that might normally have offered you an opening. And this in the forlorn hope of selling them a paid added value listing. The Garden Route is a tough call in the good times. But right now local businesses are closing one after the other.
